Hi, If you have Office 2016 Preview installed and want Skype for Business, the current workaround is to downgrade to Office 2013 then you can have the Skype for Business feature. For the Office 365 installer, if you mean the preview, there is no build-in Skype for Business.
By the way, we should note that two click-to-run versions can't co-exist in one machine. I installed Office 2016 version on a new win 10 computer yesterday acquired from office 365 for business (I don't believe this is a 'Preview' version) Microsoft is not offering an option to install Office 2013 from my 365 business portal. And as you say, Skype for Business wont install because it is an older version. Any word on an update for Skype for Business? Seems people are paying for Office 365 for Business and paying Skype for business service but only able to utilize one or the other.
